Accessibility statement

The Botoșani County Council is committed to making the Descoperă Botoșani platform accessible, in accordance with Romanian Law no. 232/2022 on the accessibility of websites and mobile applications of public sector bodies, which transposes Directive (EU) 2016/2102.

This accessibility statement applies to the tourism promotion website for Botoșani County and its companion mobile app.

1. Compliance status

The platform is partially compliant with the EN 301 549 standard and with the Web Content Accessibility Guidelines WCAG 2.1, level AA, because of the non-compliances and exemptions listed in section 2.

"Partially compliant" means that most requirements are met, but some content has not yet been fully evaluated or does not fully meet them.

2. Non-accessible content

2.1. Non-compliance with Law no. 232/2022

  • Video material has no captions (WCAG 1.2.2) and no audio description (1.2.5). The clips published so far are presentation material without spoken commentary, so the loss of information is limited, but captions will be added for any material containing speech.
  • Alternative texts for images are incomplete. The field exists for every photograph in the administration panel and is filled in for the demonstration content, but when the real material from the County Council is uploaded some images may remain without a description (WCAG 1.1.1).
  • The interactive map is difficult to use by keyboard alone and with a screen reader (WCAG 2.1.1). As an equivalent alternative, every attraction has its own text page with address and coordinates, and the full list of attractions is keyboard-navigable.
  • The manual accessibility audit is not complete. Full verification with assistive technologies (NVDA, VoiceOver, TalkBack) is scheduled before the platform's formal acceptance; until then, undiscovered non-compliances may exist.

2.2. Content outside the scope of the law

  • PDF documents published before 23 September 2018, if any, which are not necessary for active administrative processes.
  • Cartographic content: the map tiles come from OpenStreetMap. The essential information — name, location, description, opening hours — is provided as text on each attraction's page.
  • Third-party content not funded, developed or controlled by the Botoșani County Council (for example the pages of accommodation providers we link to).

3. Measures taken for accessibility

The platform was developed with accessibility pursued from the start, not added at the end:

  • An accessibility menu on every page, opened from a floating button or with CTRL+U, with 12 settings: contrast (invert, dark, light), link highlighting, text enlargement in 3 steps, letter and line spacing, stopping animations, hiding images, dyslexia-friendly font, enlarged cursor, tooltips, text alignment and colour saturation. Preferences are remembered between visits.
  • Semantic structure: correctly ranked headings, navigation landmarks, and the language attribute on every page (essential for correct screen reader pronunciation in the bilingual version).
  • A "Skip to content" link at the start of every page, to bypass the menu.
  • Full keyboard navigation for menus, search, forms and the accessibility menu, with a visible focus indicator.
  • Colour contrast verified on the institutional palette (Reflex Blue #003399 on white).
  • Respect for the system preference for reduced motion.
  • Forms with associated labels and explicit error messages, in text, not by colour alone.
  • Text resizable up to 200% without loss of content or functionality.

In the mobile app, accessibility preferences are taken from the operating system settings (text size, high contrast, reduced motion), which is the recommended approach on a phone.

4. Preparation of this statement

This statement was prepared on 26 July 2026, based on a self-assessment carried out by the platform's developer, using automated checks and manual keyboard-navigation checks.

⚠️ A full evaluation with assistive technologies and an external audit have not yet been carried out. The statement will be revised after the accessibility audit scheduled before the platform's formal acceptance.
